Guam doesn't have any seat in the COFA renegotiation meeting nor any say. The United States President Trump called just the FAS Leaders to Washington, D.C., not gov't Guam leadership. All your concern is Uncle Sam to 'give us all money' (Guam). U.S Congress has been appropriate and approved millions, billions, and trillion for Guam, including the FAS citizens in Guam. It was miss-used and reported by the Government of Guam report. U.S. Government has been so generous to Guam Territory since WWII. FAS Citizens have been discriminated against by the gov't Guam employees when they apply for SNAP, Medicaid, Medicare, and other federal programs for Guam even FAS counted during the U.S. Census 2010 and 2020. And still experience discrimination when applying for the federal programs, unlike in Hawaii, California, Oregon, Washington, and other state sponsors. It's unlike what you mention about Speaker Gingrich and President Clinton's idea to cease federal assistance. The U.S. Congress control Guam, and Trump opposing statehood for Guam.

Where there is our others suffering!! from PDN 10,028 workers have been laid off or furloughed and 9,743 workers had their hours reduced, according to the Guam Department of Labor. You people need to wake up!! Now that US stimulus checks are coming they " government workers that stay home will receiving that -Really!!! Election is around the corner the private sector will remember this.

Would it be possible the people or family members financially abusing the elders are the drug and dope addicts. Who in their right mind would do such a thing.
When are we going to get a cannabis testing lab, so we can start seeing grow houses and dispensaries open? We're sitting on a multi-billion dollar industry. The tax revenue alone would get Guam out of debt. And don't get me started with the massive windfall from weed tourism.
Corrections Management is NOT new its been around for years and years. Its been around so long we can actually describe where the pendulium is currectly swinging towards on the scale of purely punishment vs. purely correctional. The industry has tools that can quantify or measure through statistics analysis to describe what we have in our jails and prisons. From that data corrections managers have best practices, based on quantitative analysis, that offer best direction to apply in managing criminal offender populations. These practices were developed by real professionals across our nation and across other countries who managed criminal offenders in their jurisdictions. What im saying is the information exists we dont have to invent or reinvent it because it exists and available. We simply have to let the professionals do their jobs and equip them with the resources to do so. Certain functions traditionally performed by the judicial branch relative to corrections management will have to shift to the executive branch, hence, there will growing pains, judges powers will suffer as well, and correction officer kingdoms will end but the bright side is that corrections will be a well lubricated, functioning machine... as it should be.
First of all, the line officers are only as good as their FTO and the senior officers they rely upon to learn all aspects of their job. So the old saying in information technology can help explain clearer "if its trash in then it will certainly be trash out." holding the line officer accountable is only good to a certain extent, in fact very short, before i turn my attention on senior officers or managment. Secondly, if the current management of the department have no formal policies, no written SOP available to staff, or formally issue written policies to them, the line officer will be subjected to processes that may differ depending on who is the Supervisor, Ops Chief, or current Director at the time. Non-consistency is almost certainly the rule to the detriment... Lastl;y, it will serve the current management well to start focusing on the daily tasks and functions of the department through the lenses of "SYSTEMIC THINKING" and document clearly step by step of each and every process of the department and develop functional statements vertically and horizontally so that accountability for an action or inaction can be vetted regardless if the OPS CHIEF continues to espouse his inability to know or his memory loss at the tender age of <55. The Administrative Director and Deputy have an enormous responsibility to manage the DOC in the same breath it is equally tragedy if the Legislators yeilding the swords of just and righteousness FAIL to provide the resources Director Brennan will be needing, and she will be needing a lot of it and for a a long period of time, to make the changes she needs to do to improve the DOC agency. For far too long DOC has been neglected by LEADERSHIPS past, i am hopeful that that trend stops with this sitting legislature.
I feel that DOC needs to look at there protocol for counseling and adverse action. My question is does major Aguon oversea all supervisor or is he just overseeing operations, if so then somewhere along the line someone should answer for the progression of adverse actions. What is that colonel there for he seems to not be aware of what’s happening with in DOC. If I was the warden the minute an incident takes place I would be t that prison looking at what took place and who is responsible. Especially when an individual is released erroneously that is a big deal. DOC needs to look over there procedures and protocols. Also the check and balance of release of prisoners or detainees. The highest ranking uniform officer sits quietly with very little to say, I think I would be more prepared form an oversight hearing. Lack of knowledge and lack of response doesn’t look good for the uniform officers.
Listening to this hearing I feel that no matter the check and balance two agencies need to be held accountable for any erroneous release by DOC and that is the courts and DOC the reason is that the courts gives the authority to release and DOC verifies this release by utilizing the court system to verify the release. The amount of cases that happens only the court know who or which judge released commits a detainee or prisoner. I feel by picking up a phone and contacting the court as a check and balance would help to prevent any erroneous releases, plus placing a time limit meaning no releases pass 6pm is authorized until the next work day to verify with the courts about the release, this way both agencies did their due deli-gent to ensure that is and was authorized by the courts. We can have all the checks and balances but with out physical communications between both agencies this mishap can and will happen again.
